लोक सिरजनहार यूनियन (LSU) को उक्त शीर्षान्तर्गत विषय पर मल्हार (मल्लाह/केंवटों की प्राचीन नगर ) जिला बिलासपुर से पीड़ितों ने संपर्क साधा ।
इस पर LSU अध्यक्ष लखन सुबोध एवं महासचिव वीरेंद्र भारद्वाज के नेतृत्व में एक टीम मल्हार जाकर पीड़ित मजदूरों के परिजनों से भेंट कर पूरा वृतांत जाना।
पीड़ित मजदूर परिवार की ओर से छत्तीसगढ़ एवं उन्नाव उत्तरप्रदेश के प्रशासन को आवेदन पत्र बनाया–भेजा गया। लेकिन अभी तक मजदूरों को नहीं छोड़ा गया है। LSU द्वारा अधिकारियों व बिरादराना मजदूर संगठनों से संपर्क बनाकर कार्य कर रहा है।
मजदूर परिवार ने अपनी पीड़ा को आवेदन पत्र में निम्नानुसार उल्लेखित किया है। इसे उन लोगों को पढ़ना-जानना जरूरी है, जो प्रवासी मजदूरों की समस्याओं को उचंती–हल्के में लेते हैं और प्रवासी मजदूरों को दोषी मानते हैं।

विषय :- बिलासपुर जिला निवासी प्रवासी मजदूरों में से 2 लोगों को उन्नाव (उ.प्र.) में किडनेप कर मजदूर परिवारों से 2 लाख 5 हजार रूपये लूटने/हड़पने एवं 2 लाख रूपये और लाने पर छोड़ने अन्यथा मार डालने या किसी गंभीर अपराध में फंसाकर जेल में सड़ा देने की धमकी देनेवाले व लूटेरे, किडनेपर से पीड़ितों को छुड़ाने हेतु उचित सुरक्षात्मक गोपनीयता बरतने उचित कार्यवाही बाबत् आवेदन पत्र ।
महानुभाव,
सादर निवेदन है कि, उपरोक्त विषयान्तर्गत घटनाक्रम का विस्तारित वर्णन निम्नानुसार है-
- कि, ग्राम मल्हार (जैतपुर) पुलिस चौकी मल्हार, थाना-मस्तुरी, जिला बिलासपुर (छ.ग.) के अत्यंत पिछड़े वर्ग जाति केंवट समुदाय के 19 बालिग उम्र (इनमें कुछ 14-15 वर्ष के भी हैं ) महिला-पुरुष एवं 5 आश्रित छोटे बच्चों को जिला उन्नाव (उ.प्र.) के ईंट भट्ठा मालिक अखिलेश पंडित / शुक्ला के ग्राम सातन, पोस्ट सिकन्दरपुर, थाना (मालुम नही) जिला उन्नाव में भट्ठा मालिक के एजेंट बीरसिंग निवासी मल्हार, थाना-मस्तुरी, जिला बिलासपुर (छ.ग.) द्वारा गैर कानूनी रूप से (अंतराज्यीय प्रवासी कर्मकार अधिनियम 1979 के अंतर्गत श्रमिक निवास जिला व कार्यस्थल जिला के पंजीकृत किए बिना) ले गए। यह एक तरह से ह्यूमन ट्रेफकिंग का मामला भी है।
- कि, मजदूरो को जो कार्य मजदूरी व रहने निस्तार सुविधा की बात एजेंट व मालिक द्वारा कही गई थी, वह उन्हें नहीं दिया गया।
मजदूरों को बंधक बनाने की नीयत से भट्टा मालिक द्वारा जो एडवांस राशि दिया जाता है. (यह कानूनन अवैध गतिविधी के लिए दिया जाता है) वह इन मजदूरों को भी दिया गया (प्रति मजदूर 11 हजार रुपए व 500/- रू. प्रति सप्ताह खुराकी खर्च दिया जाता रहा) । - कि, मजदूरों को जो मजदूरी व शर्त नियम-रेट बताया गया था वह भी नहीं दिया गया । बीमार पड़ने पर ईलाज की व्यवस्था भी नहीं रहा। शौचालय की व्यवस्था नहीं होने से शौच के लिए गांव के खेतों में जाने से ग्रामीणों की मनाही झगड़ा होता था ।
- कि, इन सबसे तंग परेशान होकर मजदूरों ने भट्ठा मालिक से निवेदन किया कि, हम ऐसी हालात में यहां काम नही कर सकते और यहां से जाना चाहते है।
इस पर भट्ठा मालिक बिफर कर मजदूरों को गाली-गलौच कर धमकाया कि, “मैं जब तक और जैसा चाहूंगा, तुम लोगों से काम कराऊंगा”। - कि, इस पर मजदूरों ने तय किया कि, हम लोग जितना अग्रिम राशि-खुराकी खर्च लिए है, उतने का काम मजदूरी करेंगे और यहां से जाकर दूसरी जगह मजदूरी करेंगे ।
मजदूरों में से कई लोग 5-6 माह से और कुछ लोग 2-3 माह वहाँ कठिन मेहनत कर व कठिन स्थिति में रहे और भट्ठा मालिक से मुक्ति नहीं मिलने की स्थिति में दिनांक 07/02/2025 की रात को वहां से निकलकर शेरपुर, बाराबंकी जिला बाराबंकी (उ.प्र.) रामबाबू आनंद बाबू जाति सिंधी के ईट भट्ठा में काम करने चले गये। - कि, इस नए भट्ठे पर मजदूरों को सही काम- काज मिला और वे पूरे सीजन काम कर और मजदूरी राशि प्राप्त कर एक-दो दिनों बाद अपने घर बिलासपुर (छ.ग.) वापसी के लिए तैयारी कर रहे थे।
तब दिनांक 12/06/2025 को पहले का भट्ठा मालिक अखिलेश शुक्ला अपने गुंडो के साथ बंदूक लेकर इस भट्ठे पर आया और मजदूरों को गाली-गलौच मारपीट करते हुए दौड़ाने लगे। मजदूरों ने डरकर इधर-उधर भागने लगे। लेकिन 2 मजदूरों को पकड़कर अपनी गाड़ी में जबरन मारपीट करते बैठाकर उन्नाव ले गए । - कि, इन दो मजदूरों को ले जाते हुए उन्होने (किडनेपर ने) मजदूर परिवारों से कहा कि, ” तुम लोग मेरे भट्ठे को छोड़कर आए हो, इसके सजा के तौर पर 4 लाख रूपये लेकर मेरे घर पर आकर दोगे, तो ही मैं इन दोनों को छोडूगां, नहीं तो इन्हें मारकर भट्ठा में डाल दूंगा या गांजा हथियार तस्करी में फंसाकर जेल में सड़ा दूंगा। मेरा एक भाई वकील है और वे ऐसा काम करने में पारंगत है।
- कि, इस पर मजदूर परिवार खौफ खाकर अपने रिश्तेदारों से बिलासपुर संपर्क कर कर्ज उठाकर दिनांक 18/06/2025 को 9329421713 से फोन पे किया और मजदूरों ने अपने कमाए मजदूरी पैसा इक्ट्ठा कर एक लाख रूपये दिनांक 19/06/2025 को चार व्यक्ति वीरू, सुलोचनी, किशन और कौशिल्या बाराबंकी रेस्ट हाऊस जाकर अखिलेश शुक्ला के हाथों में दिए और इस पर भट्ठा मालिक ने और पैसे देने को कहा, तब मजदूरों ने कहां “बस इतना ही कर पाए है, दया करके हमारे भाइयों को छोड़ दीजिए ।
भट्ठा मालिक इस पर गुस्सा किया और गाली-गालौच करते मजदूरों का कपड़ा उतारकर खाना खर्च के लिए करीब 5-7 हजार रूपये रखे थे, उसे भी लूट लिया। - कि, इसके बाद मजदूर हताश निराश, रोते-बिलखते किसी तरह दिनांक 22/06/2025 को अपने घर-गांव छत्तीसगढ़ पहुंचे हैं।
- कि, भट्ठा मालिक इन मजदूरों के परिजनों को कई बार फोनकर धमका रहा है कि, जल्दी से 2 लाख रूपये भेजों, नहीं तो इन दोनों को मारकर फेंक दूंगा या पूलिस केस में फंसाकर जेल में सड़ा दुंगा।
- कि, ऐसी हालात में हम बेबस लाचार है। हमें सिर्फ पुलिस की तेज सुरक्षित कार्यवाही करने से ही, उन दो लोगों की मुक्ति होने व पूरे प्रकरण में हमें न्याय मिलने की आशा है।

इन हालातों का समाधान यही है कि, प्रवासी श्रम कानूनो को और सही स्वरूप देकर इसे कठोरता से लागू किया जाए। LSU इस पर प्रतिबद्धता से काम कर रहा है।

The families of Chhattisgarhi migrant workers of the backward Kewat community were forced to migrate illegally in Unnao (Uttar Pradesh) by the kiln owner, held hostage and kidnapped, and extorted Rs 2 lakh from the workers’ earnings and demanded more money. They contacted LSU for support to get justice. The LSU team visited the victims’ village and held discussions.

The victims contacted Lok Sirjanhar Union (LSU) from Malhar (ancient city of Mallahs/Kewats) District Bilaspur on the subject under the above mentioned head.
On this, a team led by LSU President Lakhan Subodh and General Secretary Virendra Bhardwaj went to Malhar and met the families of the affected workers and got to know the entire story.
An application was prepared and sent to the administration of Chhattisgarh and Unnao, Uttar Pradesh on behalf of the affected worker’s family. But the workers have not been released yet. LSU is working by establishing contact with officials and fraternal labour organisations.
The labourer family has mentioned their suffering in the application form as follows. It is important for those people to read and know this, who take the problems of migrant labourers lightly and consider migrant labourers as guilty.

Subject:- Application regarding appropriate action to rescue the victims from the robbers and kidnappers who kidnapped 2 people from the migrant labourers of Bilaspur district in Unnao (UP) and looted/snatched Rs. 2 lakh 5 thousand from the labourer families and released them on bringing Rs. 2 lakh more or else threatened to kill them or implicate them in some serious crime and make them rot in jail, maintaining proper protective confidentiality.

It is respectfully requested that, the detailed description of the incident under the above subject is as follows-
- That, 19 adult (some of them are 14-15 years old) men and women and 5 dependent small children of extremely backward class caste Kewat community of village Malhar (Jaitpur) Police Outpost Malhar, Police Station-Masturi, District Bilaspur (CG) were kidnapped from district Unnao (UP) Brick kiln owner Akhilesh Pandit / Shukla’s village Satan, Post Sikandarpur, police station (not known) district Unnao, was taken illegally (without registering the worker’s residence district and workplace district under the Interstate Migrant Workers Act 1979) by the kiln owner’s agent Malhar, resident of Birsingh, police station-Masturi, district Bilaspur (CG). This is also a case of human trafficking in a way.
- That, the work wages and living facilities promised to the workers by the agent and the owner were not given to them.
The advance amount given by the kiln owner with the intention of making the workers hostage (this is legally given for illegal activities) was also given to these workers (11 thousand rupees per worker and Rs. 500/- per week was given as food expenses).
- That the wages and condition rules and rates that were told to the workers were not given. There was no arrangement for treatment when they fell sick. Due to lack of toilets, there were repugnant quarrels with the villagers when they went to the fields to defecate.
- That, fed up with all this, the workers requested the kiln owner that they cannot work here in such conditions and want to leave from here.
On this, the kiln owner got angry and abused the workers and threatened them that *”I will make you work as long as I want and in whatever way I want”.
- That, on this the workers decided that they will work for the amount of advance money they have taken and will go from here to work at some other place. Many of the labourers had been working hard there in difficult conditions for 5-6 months and some for 2-3 months. And on not getting release from the kiln owner, they left the place on the night of 07/02/2025 and went to work in the brick kiln of Rambabu Anand Babu, caste Sindhi, at Sherpur, Barabanki District Barabanki (U.P.).
- That, at this new kiln, the workers got proper work and after working for the whole season and receiving wages, they were preparing to return to their home in Bilaspur (CG) after a day or two.
Then on 12/06/2025, the previous kiln owner Akhilesh Shukla came to this kiln with his goons carrying guns and started abusing and beating the workers and chasing them. The workers started running here and there out of fear. But they caught 2 workers and took them to Unnao by forcibly beating them in their car.
- That, while taking these two workers, he (kidnapper) told the workers’ families that, “You people have left my kiln, as a punishment for this, if you come to my house with 4 lakh rupees, only then I will release these two, otherwise I will kill them and throw them in the kiln or make them rot in jail by implicating them in ganja and weapon smuggling. One of my brothers is a lawyer and he is adept at doing such work.
- That, on this, the workers’ family got scared and contacted their relatives in Bilaspur and took a loan and made a phone pay from 9329421713 on 18/06/2025 and the workers collected their earned wages and gave one lakh rupees on 19/06/2025 to Akhilesh Shukla, four persons Viru, Sulochani, Kishan and Kaushalya went to Barabanki Rest House and handed over this to Akhilesh Shukla and on this the kiln owner When the owner asked for more money, the workers said, “This is all we have been able to do, please let our brothers go.” The kiln owner got angry at this and while abusing them, he removed the clothes of the workers and looted the 5-7 thousand rupees they had kept for food expenses.
- That after this, the workers, disappointed and frustrated, crying and wailing somehow reached their home-village Chhattisgarh on 22/06/2025.
- That the kiln owner is calling the family members of these workers several times and threatening them to send 2 lakh rupees quickly, otherwise I will kill both of them and throw them away or will trap them in a police case and make them rot in jail.
- That, in such a situation, we are helpless. We hope that only if the police takes quick safe action, those two people will be freed and we will get justice in the whole case. ————-0————–
The solution to these situations is that migrant labour laws should be given a more correct form and strictly implemented. LSU is working on this with commitment.
